Despite this, many foreign gambling companies continue to target the Norwegian market with both their services and marketing efforts. <\/p>\n\n\n<?xml encoding=\"UTF-8\"><p>To enhance player protection, the Norwegian Parliament implemented DNS blocking from 1 January 2025. Gambling services offered by unlicensed operators carry a significantly higher risk of gambling-related harm and typically lack the responsible gambling tools required of licensed providers.<\/p>\n\n\n<?xml encoding=\"UTF-8\"><h2 class=\"wp-block-heading\" id=\"h-what-is-dns-blocking\">What is DNS Blocking?<\/h2>\n\n\n<?xml encoding=\"UTF-8\"><p>DNS blocking is a technical measure that redirects users who attempt to access illegal gambling websites. Instead of reaching the intended site, users are taken to a page hosted by their internet service provider. This page informs them that the website is blocked because it offers gambling services that are not legal in Norway.<\/p>\n\n\n<?xml encoding=\"UTF-8\"><p>The Norwegian Gambling Authority is responsible for monitoring the market and issuing binding instructions to internet service providers regarding which websites must be blocked.<\/p>\n\n\n<?xml encoding=\"UTF-8\"><p><strong><a href=\"https:\/\/lottstift.stage.dekodes.no\/for-spillere\/blokkering-av-ulovlige-pengespillsider\/se-hvilke-nettsteder-som-er-blokkerte\/\" aria-label=\"The list of blocked websites can be found here\">The list of blocked websites can be found here<\/a>.<\/strong><\/p>\n\n\n<?xml encoding=\"UTF-8\"><h2 class=\"wp-block-heading\" id=\"h-which-websites-are-blocked\">Which Websites Are Blocked?<\/h2>\n\n\n<?xml encoding=\"UTF-8\"><p>To avoid DNS blocking, a gambling website must refrain from targeting the Norwegian market. Each website is assessed individually, based on the following criteria:<\/p>\n\n\n<?xml encoding=\"UTF-8\"><ul class=\"wp-block-list\"><?xml encoding=\"UTF-8\"><li>Whether the website is available in Norwegian or uses login methods through digital platforms that include Norwegian elements (e.g., Steam, Roblox).<\/li>\n\n\n<?xml encoding=\"UTF-8\"><li>Whether the website supports transactions in Norwegian currency (NOK). <\/li>\n\n\n<?xml encoding=\"UTF-8\"><li>Whether the site displays the Norwegian flag, references &#8220;Norway,&#8221; or uses the country code +47 for phone numbers during registration.<\/li>\n\n\n<?xml encoding=\"UTF-8\"><li>Whether customer service is available in Norwegian.<\/li>\n\n\n<?xml encoding=\"UTF-8\"><li>Whether the company operating the site is based in Norway or has Norwegian ties (e.g., a Norwegian postal address).<\/li>\n\n\n<?xml encoding=\"UTF-8\"><li>Whether the site is advertised through Norwegian media channels.<\/li>\n\n\n<?xml encoding=\"UTF-8\"><li>Whether Norwegian individuals are used in promotional materials.<\/li>\n\n\n<?xml encoding=\"UTF-8\"><li>Whether gambling proceeds are earmarked for Norwegian organizations.<\/li>\n\n\n<?xml encoding=\"UTF-8\"><li>Whether the site refers to Norwegian support services.<\/li>\n\n\n<?xml encoding=\"UTF-8\"><li>Whether the operator attempts to circumvent Norway&rsquo;s payment blocking system, which prohibits banks and payment institutions from facilitating transactions with illegal operators.<\/li>\n<\/ul>\n\n\n<?xml encoding=\"UTF-8\"><h2 class=\"wp-block-heading\" id=\"h-for-gambling-companies-wishing-to-exit-the-norwegian-market\">For Gambling Companies Wishing to Exit the Norwegian Market<\/h2>\n\n\n<?xml encoding=\"UTF-8\"><p>Several major gambling companies have already withdrawn from the Norwegian market. Companies that wish to exit must meet specific requirements; simply switching the website language to English is insufficient.<\/p>\n\n\n<?xml encoding=\"UTF-8\"><p>We provide guidance to gambling operators seeking to cease offering services in violation of Norwegian law.<\/p>\n\n\n<?xml encoding=\"UTF-8\"><p><a href=\"https:\/\/lottstift.stage.dekodes.no\/kontakt-oss\/\" aria-label=\"Contact us for more information\">Contact us for more information<\/a>.<\/p>\n\n\n<?xml encoding=\"UTF-8\"><div class=\"wp-block-lottstift-fact-box\"><h5 class=\"lottstift-fact-box__title\"><strong>Timeline of the DNS Blocking Process<\/strong><\/h5><div class=\"lottstift-fact-box__content\"><?xml encoding=\"UTF-8\"><ul class=\"wp-block-list\"><?xml encoding=\"UTF-8\"><li><strong>Autumn 2024<\/strong>: The Norwegian Gambling Authority initiated supervisory actions and sent informational letters to nearly 50 companies, warning that around 100 of their websites could be subject to blocking in 2025.<\/li>\n\n\n<?xml encoding=\"UTF-8\"><li><strong>Following the letters<\/strong>: Several companies adjusted their operations to comply with Norwegian law.
